The incentive for this Elizabeth Zimmermann design was to obviate constant sock-mending. When you strengthen the toes and heels of socks, the wearer often bores holes just before or after the strengthening. EZ wrote a very nice chapter on this subject for the month of November in Knitter's Almanac.
Since the instep is usually free of holes, it is worked to the toe, then stitches are knitted up around the instep. The bottom of the foot is a separate entity, which one can reinforce if desired. When one is tired of mending, half a stitch is snipped, the round is unpicked, and the bottom of the sock falls off to be reknitted without disturbing the instep.
The only change made to EZ's original construction is to knit the leg in the round, rather than with a seam up the back.

US size 2 (2.75mm) needles, or size to obtain gauge
